چکیده

An ecosystem approach is widely seen as a desirable goal for fisheries management but there is little consensus on what strategies or measures are needed to achieve it. Management strategy evaluation (MSE) is a tool that has been widely used to develop and test single species fisheries management strategies and is now being extended to support ecosystem based fisheries management (EBFM). We describe the application of MSE to investigate alternative strategies for achieving EBFM goals for a complex multispecies fishery in southeastern Australia. The study was undertaken as part of a stakeholder driven process to review and improve the ecological, economic and social performance of the fishery. An integrated management strategy, involving combinations of measures including quotas, gear controls and spatial management, performed best against a wide range of objectives and this strategy was subsequently adopted in the fishery, leading to marked improvements in performance. Although particular to one fishery, the conclusion that an integrated package of measures outperforms single focus measures we argue is likely to apply widely in fisheries that aim to achieve EBFM goals.

Development of an Ecosystem Fishery Management Plan

Recognizing that all management decisions have impacts on the ecosystem being exploited, an ecosystem-based approach to management seeks to better inform these decisions with knowledge of ecosystem structure, processes and functions. For marine fisheries in the California Current, along the West Coast of North America, such an approach must take into greater consideration the constantly changin...

The role of local communities in the generation of fisheries information based on the ecosystem approach

The quality and applicability of existing data collection systems for inland fisheries are increasingly being questioned. Often, these systems are based on methods that were developed for marine fisheries, although data needs for inland fisheries are very different. Furthermore, most data is not collected based on any pre-identified needs for information, but because it was requested “from abov...

Multiple-use Management Strategy Evaluation for Coastal Marine Ecosystems Using InVitro

The general objective of the multiple-use Management Strategy Evaluation (MSE) framework is to develop and demonstrate practical science-based methods that support, under existing statutory arrangements, integrated regional planning and management of coastal and marine ecosystems. Multiple-use MSE has, so far, focused on four sectors: oil and gas, conservation, fisheries and coastal development...

Scientific inference and experiment in Ecosystem Based Fishery Management, with application to Steller sea lions in the Bering Sea and Western Gulf of Alaska

Learning about ecosystem processes and patterns is an essential component of Ecosystem Based Fishery Management and the sustainable use of natural resources. Currently, such learning is usually done through adaptive management (passive or active) or Management Strategy Evaluation, which are explained. An example of adaptive management in northwestern Australia shows the strengths and limitation...

Challenges for Implementing an Ecosystem Approach to Fisheries Management

The ecosystem approach is being promoted as the foundation of solutions to the unsustainability of fisheries. However, because the ecosystem approach is broadly inclusive, the science for its implementation is often considered to be overly complex and difficult. When the science needed for an ecosystem approach to fisheries is perceived this way, science products cannot keep pace with fisheries...
